AAPSU holds talks with CM, demands

separate dept on refugee issue

ITANAGAR, Dec 2: Chief Minister Nabam Tuki assured All Arunachal Pradesh Students’ Union (AAPSU) that as long as he is at the helm of affairs, he will strive to protect the rights and interests of people of Arunachal Pradesh.

The chief minister said this during a meeting convened at his residential office yesterday to discuss the burning Chakma-Hajong issue with a team of AAPSU and its Core Committee on Refugee.

Responding to a memorandum submitted to him by AAPSU, Tuki agreed to create a nodal agency or a separate department for refugees or wished to explore if it could be clubbed together with Department of Border Affairs.

He also said that the process of granting citizenship rights to Chakma and Hajong refugees have not been discussed in state cabinet yet which is likely to be discussed in the next cabinet meeting.

Home Minister Tanga Byaling expressed his sadness over SC verdict on Chakma-Hajong refugees and its dismissals of review petition filed by the state government.

He, however, assured the AAPSU and people of Arunachal Pradesh that the State Government will give protection to the indigenous communities with its legal and customary laws available. He also said Arunachal Pradesh is a community land and, therefore, every stakeholder should understand the gravity of the sentiments.

Replying to legal parameters of the Supreme Court, Ranji Thomas, Advocate General of Arunachal Pradesh, said, though the review petition has been dismissed this is not the end of the road.

“We still have legal provisions available with us and expressed the hope that the apex court of the nation will deliver justice to the people of Arunachal Pradesh.

While appreciating AAPSU for its unflinching efforts on the vexed issue, he said, state’s first move will be to file curative petition in the Supreme Court where the matters will be heard by five judges of the court. He has also urged the Union Ministry of Home Affairs not to limit themselves in verbal assurances to the people of Arunachal Pradesh on the most sensitive issue of the state rather file curative petition in Supreme Court to prove that the Government of India is with the people of the state.

AAPSU president Kamta Lapung, expressed his strong resentment over the ‘unilateral’ verdict of the Supreme Court and wanted to know from the Advocate General of Arunachal Pradesh, Ranji Thomas, Principal Home Secretary, Dharmendra Sharma and other officials of State Government the reasons of dismissals of review petition filed in Supreme Court against the SC verdict of 17th September, 2015, directing Union of India and State of Arunachal Pradesh to confer citizenship rights to eligible Chakmas and Hajong refugees.

AAPSU memorandum demanded that there must be a separate Department or Nodal agencies for the refugees of State to serve as a link between state Government and civil societies/ organizations working for indigenous communities, to instruct officials concerned, including deputy commissioners of the affected district not to initiate the process of granting citizenship rights to Chakma and Hajongs since the matter is sub-judice, to evict the refugees groups who have encroached forest land and bring them back to their original demarcated settlement camps.

The AAPSU team led by its president included general secretary Biru Nasi, Core Committee on Refugee Issue chairman Gumjum Haider, Prof. Nani Bath, legal advisers Marto Kato and Nabam Jollow and other Core Committee and AAPSU executive members.

NES urges Central Govt. to file SLP against

SC verdict on refugee

ITANAGAR, Dec 2: Nyishi Elite Society (NES) has urged the central government to file a Special Leave Petition (SLP) against the Supreme Court’s verdict directing the Central as well as State Governments to grant citizenship rights to Chakma and Hajong refugees settled in Arunachal Pradesh.

Addressing the media persons at a Press Conference here today, NES President Bengia Tolum urged the Union Minister of State for Home Affairs, Kiren Rijiju to influence the Central Government in filing the SLP at the earliest.

“Rijiju being an MP from the state should play a proactive role on the burning issue of his own state and make good use of his position or influence to get the SLP filed. Otherwise, history would not forgive him,” said NES President.

The NES president criticized Rijiju for his alleged lukewarm response to state’s important issues and affairs, including the SC verdict on Chakma-Hajong issue.

NES also urged the state government to immediately file the Curative Petition against the SC judgment.

Tolum stated that the Society has no objection to granting citizenship rights to the refugees but will not spare an inch of land for them.

“Arunachal can not be made dumping ground,” the NES President said  and demanded that the refugees in Arunachal Pradesh must be re-settled elsewhere in the country outside Arunachal Pradesh.

He also urged the authorities concerned to delete the names of Chakma and Hojong refugees from the list prepared for compensation against lands acquired for the proposed Greenfield Airport at Hollongi, where they were settled temporarily.

“These are community lands and they do not deserve to be entitled for compensation,” he said.

He also advised the members of the community not to purchase lands from the refugees sheltered in Nyishi inhabited areas. Lands purchased from the refugees would be treated as community land, he declared.

While condemning Leader of Opposition Tamiyo Taga’s recent controversial comment made against Speaker Nabam Rebia, NES president suggested Taga to visit Taraso, understand the plight of those people and apologize before them.

“We are not convinced with the press statement given by Taga which is a half-hearted and mere expression of regret for his earlier reference of an FIR in Assam relating to border dispute during press conference,” Tolum said.

NES also condemned Taga for his alleged anti-Arunachalee, anti-development and pro-Assam press statements.

NES also rapped Taga on Airport issue.

“…He tried to explain but the Governor has repeatedly named him in the press and he never countered the same as a wrong statement from the Governor,” the NES President stated. “If he stands by his clarification on the airport issue, he must directly indict the Governor as liar,” NES demanded.

Meanwhile, NES in its recent executive body meeting has endorsed the stands of AAPSU, ACR, ANSU and the ultimatum served to the President of India by AITF demanding the recall of the Governor of Arunachal Pradesh JP Rajkhowa by December 31.

NES also condemned the accident aftermath merciless attack on the innocent Arunachalees near Sootea on November 19 from 10 am onwards and urged the State Government to take up matter with its Assam counterpart in view of repetition of such ugly turn of events.

Quality road without people’s

support is merely a dream

Staff Reporter

ITANAGAR, Dec 2: The Public Works Department (PWD) has been constructing 32-KM Cement Concrete (CC) road in the capital complex. While at Naharlagun the construction is almost on the verge of finish, in Itanagar the pace is picking up and PWD is hoping to complete the project at the earliest. Under the PWD capital division-A, around 10-KM CC road work is currently going on.  The work has been divided into two phases -- 3.49-KM is being constructed in the first phase while in second phase 6.5 KM will be done.

Talking to this daily Tadar Bhupen, Assistant Engineer, PWD capital division-A, informed that 90% work has been completed in the first phase. “In the second phase till now we have constructed 2.5KM. We are sure about finishing the remaining work before March,” said Bhupen. He also added that drainage and paved shoulder work will start after the laying of CC road is finished.

“Right now we are working in the Mowb II to Paanchali stretch. After that we will start work in the Division IV to BSI stretch. In the said stretch of road currently widening and other work is going on,” informed Junior Engineer, Kipa Sera. Having learnt lesson from some of the mistakes committed in the initial days, the PWD along with contractors are now sincerely working towards constructing good CC roads.

However, it is the capital dwellers that are disturbing the ongoing construction work. “Even though the ‘road closed’ signboard has been prominently placed but people still try to use the road. Last night also one bike came inside the newly laid CC pavement and caused damage. The CC roads are being constructed for the betterment of people and if they don’t cooperate, we are helpless,” said a representative of construction agency.

“When concrete is new, at least for the next 24 hour no one should walk on it. The curing process almost takes 15 days and during this period no one should ride bike or drive vehicle. Despite our fervent appeal, some people do not listen. If curing process is not properly done, it will affect the longevity of the road,” said AE Tadar Bhupen. However he did acknowledge that barring few, most of the people are supporting the project. “In many sector residents themselves voluntarily came forward and gave space for widening of road. They have been very supportive. But due to the wrongdoing of few people, the work process sometimes gets affected. Once again we would like to appeal to the people to support us, as without the cooperation of public it will be extremely difficult to continue the work,” added AE Bhupen.

The people of capital should understand that unless they extend cooperation to PWD and contractors, the CC road project will not be successful. Also the government of India will not provide fund again for construction of CC road if the present project fails. Capital dwellers often complaint about poor road but when department is trying to improve the road condition instead of supporting, they are becoming stumbling block. They have a choice, either support PWD in the ongoing construction of CC road or just keep cribbing about the bad road?

Its time all section of people unite and strongly support the development projects, including ongoing CC road work.

Start phase-wise withdrawal of AFPSA

The Armed Forces Special Power Act (AFSPA) which gives sweeping power to the military people has been thoroughly misused by the men in uniform over the year. AFSPA is currently imposed in J & K, Manipur, Nagaland and in parts of Assam and Arunachal Pradesh. This draconian law instead of helping in resolving decade old insurgency problem has only further fueled more insurgency. Many consider this as colonial era law and have been demanding for scrapping of this act.  Manipuri lady Irom Sharmila is on hunger strike for the last 15 years demanding withdrawal of this act.

Unfortunately this act is extended every year without any discussion with people and state government. Central government and army almost take unilateral decision while implementing AFSPA. This has further aggravated the feeling of neglect in the region where this act is in place. There was lot of hope that BJP led government might withdraw this law. However to the utter disappointment of everyone today Minister of State for Home Affairs Kiren Rijiju said in Rajya Sabha that till now government has not taken any decision to repeal the AFSPA as recommended by the Jeevan Reddy Committee Report. Mr. Rijiju informed that representations have been received from time to time from different quarters from Manipur for withdrawal of the Act. He said Jammu and Kashmir government has also demanded phased withdrawal of the Act from the state. In the North East region where insurgency has considerably came down in the last 10 years, the union government should start the process of withdrawing AFSPA. If they don’t want to totally repeal AFSPA, they should start in phase-wise. Especially in Arunachal Pradesh there is no point in continuing this act.

Enlightenment insidea lightless elevator

Dear Editor,

This has reference to the news item “Governor stuck inside lift, pulls up power dept”.  It doesn’t take an Einstein to realize that not all is hunky-dory in Arunachal Pradesh’s power sector. Governor Rajkhowa has learned this the hard way by getting stuck inside a lift for 3 minutes. Now that the Governor has finally got the enlightenment inside a lightless elevator he should guide the state towards attainment of surplus power supply.

It will be interesting to know the views of the Governor on the pre-paid electric meter system which the government see as one of the chief measures to streamline the electricity supply system in Arunachal but opposed by some opposition parties and civil society organizations, and also the efforts put in by the Raj Bhawan to impress upon the central and Assam government and the civil societies in Assam to ensure completion of various hydropower projects in Arunachal which have been stalled due to bureaucratic incompetence of the central government and stiff opposition by the “downstream affected parties” in Assam. It is widely known that Arunachal has huge hydropower potential which if harnessed will resolve the problem of power shortages in the state. The governor may also like to put in use the lessons in power sector that he learned during his stint at the National Thermal Power Corporation Ltd (NTPC), New Delhi besides pulling up the power department of Arunachal Pradesh.

The governor is well aware that if we want a place in the sun, we've got to put up with a few blisters. Along with the privileges that come with gubernatorial assignments in Arunachal Pradesh come the vagaries of power shortages. Until the situation resolves in the whole of state he has to instruct his staff at the Raj Bhawan to keep the power backups ready 24x7. With due respect and empathy.

Yours,

Nang Mil
