of Persons with Disabilities
ITANAGAR, Dec 2: The Governor of Arunachal Pradesh JP Rajkhowa and Chief Minister Nabam Tuki extended warm greetings to differently abled persons on the occasion of International Day of Persons with Disabilities.
He hoped that the celebration of the Day will increase awareness and understanding of disability issues and trends, and mobilise mass support for empowering the differently abled persons to cope with the various aspects in their life and face the challenges with hopes and confidence.
In his message, the Governor said that as per Census 2011, in India there were 2.68 crore persons with disabilities, which is 2.21% of the Population. In Arunachal Pradesh the number stands at 26,734, which is pretty high, considering its population. He added that people should remember that all of them have some weakness or disability in some forms and as such they should treat their disabled brethren with sympathy and on equal footing.

Businessmen rescued
ITANAGAR, Dec 2: In a major breakthrough City Police in collaboration with the members of Itanagar Market Welfare Association (IMWA) has successfully rescued one trader within few hour of his kidnapping on Tuesday night. Two accused Bamang Kaha and Tadar Bai both aged around 24 has been arrested from the Jully area for accomplishing the crime. An FIR 290/15 U/S 364(a) 34 IPC has been registered in this regard. Accused Bamang Kaha was also allegedly involved in Yazali bank robbery case. The kidnappers allegedly demanded three lakhs from the businessmen, police added.

“As soon as we got the information that a trader has been kidnapped by unidentified people with Assam registration car from his rented house, we informed the police and also IMWA team swung into different location to trace the kidnappers,” said President IMWA Yumlam Achung. ‘Fortunately, while on our way to trace the kidnappers in isolated area of nearby Delhi Public School, Jully, we napped the two accused on the spot while they were torturing the victim for ransom.
While condemning such anti social activities, Achung also appealed all the business community to be cooperative with police to avoid such incident and also stressed on the installation of CCTV cameras. ‘Capital is for every people it will only flourish if we maintain peaceful environment’ he added.

Rupa Lamps pays penalty for violation of L&M Act
BOMDILA, Dec 2: The Rupa LAMPS has been penalized for violation of provisions under Legal Metrology Act and Rules. The penalized amount of Rs.10,000 was paid to the office of the Legal Metrology today morning by its manager.
The Department of Legal Metrology and Consumer Affairs, West Kameng on November 26, booked the Rupa Lamps and Dirang LAMPS for violation of Legal Metrology Act, 2009, under Section 24/33. These traders were found using unverified weights and measures.
It is pertaining to mention here that the Managing Director of Rupa LAMPS, charged the department stating that the inspection team of the Legal Metrology Department without finding out the factual matters made a press release casting aspersion on the goodwill and reputation of Rupa LAMPS which is uncalled for.

Stop construction of Shiksha Bhawan: AAPETA
ITANAGAR, Dec 2: The All Arunachal Pradesh Elementary Teachers’ Association (AAPETA) has in a letter to the state Chief Secretary today sought immediate halt of construction work of the Shiksha Bhawan being carried out at the campus of Government Middle School, Papu Nallah.
The Association said that instead of constructing the Shiksha Bhawan, the state government should first disburse the arrears of Assistant Teachers which amounts to Rs. 1,66,18,47,037 and is pending since 1998.
While claiming that the proposed site of the Shiksha Bhawan is inside the school campus and if constructed will hamper the school activity, the Association further suggested shifting it to other location.

Early release of MGNREGA funds sought
ITANAGAR, Nov 2: In a representation to the state Chief Secretary, the All Arunachal Pradesh Panchayat Parishad general secretary Sangha Tagik has today appealed him to direct the state finance and budget department to release funds to the tune of Rs. 3094.69 lakhs under MGNREGA for the current fiscal at the earliest.
Tagik claimed that despite the funds being already sanctioned and credited in the state exchequer by the Ministry of Rural Development with an instruction to release the same within three days positively from the date of its receipt, the funds have yet to be released.
Expressing concern over the inordinate delay in release of the said funds, Tagik said that it is imperative that funds are released to ensure proper implementation of projects under the scheme.

AAPSU holds talks with CM, demands

ITANAGAR, Dec 2: Chief Minister Nabam Tuki assured All Arunachal Pradesh Students’ Union (AAPSU) that as long as he is at the helm of affairs, he will strive to protect the rights and interests of people of Arunachal Pradesh.

He, however, assured the AAPSU and people of Arunachal Pradesh that the State Government will give protection to the indigenous communities with its legal and customary laws available. He also said Arunachal Pradesh is a community land and, therefore, every stakeholder should understand the gravity of the sentiments.
Replying to legal parameters of the Supreme Court, Ranji Thomas, Advocate General of Arunachal Pradesh, said, though the review petition has been dismissed this is not the end of the road.
“We still have legal provisions available with us and expressed the hope that the apex court of the nation will deliver justice to the people of Arunachal Pradesh.
While appreciating AAPSU for its unflinching efforts on the vexed issue, he said, state’s first move will be to file curative petition in the Supreme Court where the matters will be heard by five judges of the court. He has also urged the Union Ministry of Home Affairs not to limit themselves in verbal assurances to the people of Arunachal Pradesh on the most sensitive issue of the state rather file curative petition in Supreme Court to prove that the Government of India is with the people of the state.
AAPSU president Kamta Lapung, expressed his strong resentment over the ‘unilateral’ verdict of the Supreme Court and wanted to know from the Advocate General of Arunachal Pradesh, Ranji Thomas, Principal Home Secretary, Dharmendra Sharma and other officials of State Government the reasons of dismissals of review petition filed in Supreme Court against the SC verdict of 17th September, 2015, directing Union of India and State of Arunachal Pradesh to confer citizenship rights to eligible Chakmas and Hajong refugees.

NES urges Central Govt. to file SLP against
SC verdict on refugee
ITANAGAR, Dec 2: Nyishi Elite Society (NES) has urged the central government to file a Special Leave Petition (SLP) against the Supreme Court’s verdict directing the Central as well as State Governments to grant citizenship rights to Chakma and Hajong refugees settled in Arunachal Pradesh.
Addressing the media persons at a Press Conference here today, NES President Bengia Tolum urged the Union Minister of State for Home Affairs, Kiren Rijiju to influence the Central Government in filing the SLP at the earliest.
“Rijiju being an MP from the state should play a proactive role on the burning issue of his own state and make good use of his position or influence to get the SLP filed. Otherwise, history would not forgive him,” said NES President.

ITANAGAR, Dec 2: Noted Assamese writer and poet Jogen Taid today called upon the Arunachal Pradesh Literary Society (APLS) to promote literati and compile tribal songs and writings in book form to enrich the literature of the state.
Stressing the need for translation works and publication of literary works of various tribes of the state in English, Hindi and Assamese, Taid said this would enrich Indian literature and help rest of Indians to know the richness of Arunachal Pradesh. He was addressing the writers and book lovers at the 9th foundation day celebration of the APLS at Jawaharlal Nehru State Museum today.
“If a language or literature of a tribe is lost, a civilisation will be lost”, he emphatically said.
Recalling his memorable days at Ziro with his father, who was serving in Arunachal Pradesh as a teacher, Taid also briefly highlighted the ceremonies and traditions of Apatani. Saying that Arunachal Pradesh has huge scope for language to flourish, he exhorted the writers to take bold steps in order to eradicate negative feelings among the people of both the neighbouring states through literature.
In her address, IMC Councillor Higio Aruni described the APLS as torchbearer for its pioneering role in guiding and encouraging upcoming writers. She said the crucial role being played by the APLS would not only instill a sense of responsibility among the young generation to bridge the knowledge gap through literary works but also protect our rich culture and history for posterity.
She also exhorted the budding talents to write something inspiring for young generation about culture and tradition or about the need of maintaining cleanliness.
In his presidential address APLS president Y D Thongchi, while highlighting the activities of the APLS said that creative writings and literary works for last few decades has brought Arunachal in literary sphare in the world. People of the state have started to understand the literature and its importance, he added.
Referring to some writers returning their awards protesting against alleged intolerance in the country, he said writers should not become the victims of political gimmicks.
“Awards are being given to writers in recognition of their hard work and creative writings. We the writers should not be the victim of any political gimmick,” he said adding the writers are not popular as much as film star but they are doing their job silently through writing for a better society.
Earlier, APLS general secretary Tokong Pertin in his speech informed that the organization aims to promote the aged old brotherhood of Assam and Arunachal Pradesh through literature.

In the said stretch of road currently widening and other work is going on,” informed Junior Engineer, Kipa Sera. Having learnt lesson from some of the mistakes committed in the initial days, the PWD along with contractors are now sincerely working towards constructing good CC roads.
However, it is the capital dwellers that are disturbing the ongoing construction work. “Even though the ‘road closed’ signboard has been prominently placed but people still try to use the road. Last night also one bike came inside the newly laid CC pavement and caused damage. The CC roads are being constructed for the betterment of people and if they don’t cooperate, we are helpless,” said a representative of construction agency.
“When concrete is new, at least for the next 24 hour no one should walk on it. The curing process almost takes 15 days and during this period no one should ride bike or drive vehicle. Despite our fervent appeal, some people do not listen. If curing process is not properly done, it will affect the longevity of the road,” said AE Tadar Bhupen. However he did acknowledge that barring few, most of the people are supporting the project. “In many sector residents themselves voluntarily came forward and gave space for widening of road. They have been very supportive. But due to the wrongdoing of few people, the work process sometimes gets affected. Once again we would like to appeal to the people to support us, as without the cooperation of public it will be extremely difficult to continue the work,” added AE Bhupen.
The people of capital should understand that unless they extend cooperation to PWD and contractors, the CC road project will not be successful. Also the government of India will not provide fund again for construction of CC road if the present project fails. Capital dwellers often complaint about poor road but when department is trying to improve the road condition instead of supporting, they are becoming stumbling block. They have a choice, either support PWD in the ongoing construction of CC road or just keep cribbing about the bad road?
Its time all section of people unite and strongly support the development projects, including ongoing CC road work.
Rebia inaugurates new village at Kakoi

TEZU, Dec 2: Lohit District Administration has identified 10 spots along the National
Highway-
The accident prone spots identified for setting up speed breakers are TC Point, D. Baba Mandir, District Hospital, Deputy Commissioner’s Office Tezu, Lohit House, and Circuit House, Tezu.
It was decided in a consultative meeting on erection and construction of speed breakers on the National Highway convened by the District Administration and attended by BRTF, BIPL officials at DC’s Conference Hall here today.
EAC Midiaying Pertin, who chaired the meeting, said that the decision to install speed breakers was taken in view of the rising cases of road accidents on the highway and public demands.

The district administration is aware of the fact that there is no provision of speed breakers on National Highways but the norms/rules can be relaxed for public safety, he said.
The EAC and other present in the meeting also expressed concern over lack of road safety knowledge and traffic rules among the motorists, public, particularly young people.
The meeting also suggested that an executive order be issued for regulation of the speed of vehicle in Tezu Township for avoiding rash driving and overtaking of motor vehicles, the main causes of accidents.
The OC BRTF and representative of BIPL agreed for erection of speed breakers and rumbles at link roads.
Since there is no provision for speed breakers on National Highway, the OC BRTF has assured the district administration that the matter will be discussed and taken up with higher authorities for final approval.

Kamlesh Joshi memorial Badminton Tourney held
KHONSA, Dec 2: The badminton tournament organized in memory of former Tirap Deputy Commissioner Kamlesh Joshi, who died in a tragic helicopter accident, ended here yesterday.
Dr. Khogen Socia, who won the men’s singles and men’s open doubles titles along with his partner Paham Aboh, was declared overall champion.
Dr. Socia defeated Nali Medo in the final in two straight sets to win the men’s single title.
Dr. Socia pairing with Paham Aboh beat the duo of Dahey Sangno and Chamthak Ralongham to win the men’s open doubles title.
Boby Wangsa defeated Mary Gangkak to win the women’s single title.
The pair of Anya Gangsa and Chonyok Ngongnya beat the pair of Sumcha Mesia and Winyok Mesia to win the women’s open double title.
Dr. Foren Aran and Nali Medo won the Men’s (officers) Doubles title defeating Dr. Khogen Socia and Damge Niri.
The tournament organized by Tirap District Administration and the Department of District Disaster Management from November 27 at Khonsa Officer’s Club saw participation of around 150 players from all over the district.

The Armed Forces Special Power Act (AFSPA) which gives sweeping power to the military people has been thoroughly misused by the men in uniform over the year. AFSPA is currently imposed in J & K, Manipur, Nagaland and in parts of Assam and Arunachal Pradesh. This draconian law instead of helping in resolving decade old insurgency problem has only further fueled more insurgency. Many consider this as colonial era law and have been demanding for scrapping of this act. Manipuri lady Irom Sharmila is on hunger strike for the last 15 years demanding withdrawal of this act.
Unfortunately this act is extended every year without any discussion with people
and state government. Central government and army almost take unilateral decision
while implementing AFSPA. This has further aggravated the feeling of neglect in the
region where this act is in place. There was lot of hope that BJP led government
might withdraw this law. However to the utter disappointment of everyone today Minister
of State for Home Affairs Kiren Rijiju said in Rajya Sabha that till now government
has not taken any decision to repeal the AFSPA as recommended by the Jeevan Reddy
Committee Report. Mr. Rijiju informed that representations have been received from
time to time from different quarters from Manipur for withdrawal of the Act. He said
Jammu and Kashmir government has also demanded phased withdrawal of the Act from
the state. In the North East region where insurgency has considerably came down in
the last 10 years, the union government should start the process of withdrawing AFSPA.
If they don’t want to totally repeal AFSPA, they should start in phase-
